A NEW APPROACH FOR RECOMMENDING TEMPORARY RESIDENCE SITES AFTER THE EARTHQUAKE BY AGGREGATING CITIZEN’ PREFERENCE AND EXPERT KNOWLEDGE

Abstract:
Most recently, the number of earthquakes has increased in western Iran. Locating of temporary residence site is one of the situations stabilize and reducing damages. It seems that the integration of User Preferences and Expert Knowledge (UPEK), is the best possible solution for locating temporary accommodation. This article investigates the priorities of citizens in locating accommodation and integrating them with the experience of the experts, and finally, a spatial recommendation system is prepared to advise and introduce sites. In the proposed method, the Dempster–Shafer theory was used to integrate experts’ knowledge and users’ preferences, and a final map was prepared. Then, for spatial recommendation system, the K-MEAN clustering method was used. The implementation Results in Ilam city showed that recommended sites are more consistent with user preferences and more accurately. The evaluation of the recommended sites to the citizens and completing the questionnaires demonstrated the users' satisfaction with a high score that is equal to 88% while the experts are satisfied with 75% score
